Patrick E. Brown, Esq. [ email ] Patrick E. Brown spent over a decade providing legal and public policy counsel to the judges of the state’s highest court and Governor Cuomo. He has spent the last 12 years providing legal and strategic advice to companies of all sizes, unions, hospitals and other non profit organizations, and associations. His expertise in the areas of ethics, election law, health care, economic development, gaming, and Indian law has proved invaluable to our clients since he began as a founding partner here in 2001. During his decade of public service, Pat was Chief Law Assistant to the New York State Court of Appeals, First Assistant Counsel to Governor Cuomo and Director of Industry and Community Relations at the Department of Economic Development. He was also the state’s chief negotiator with Indian Tribes and Nations. James E. McMahon [ email ] James E. McMahon is a veteran government relations strategist who began his career with the New York State Assembly. Since 1992, he has been providing advice to a broad range of Fortune 500 companies and not-for-profit organizations. He is a tireless and creative advocate with a record of securing funding and achieving legislative solutions to the most intransigent challenge. James oversees the firm’s New York City practice and maintains the office near City Hall. David N. Weinraub, Esq. [ email ] David N. Weinraub is the managing partner at the firm, providing an overall strategic vision for the firm. He spends most of his time helping to build specialized game plans for each of the firm’s clients drawing upon over 20 years of business experience and appointments as Director of Legislative and Intergovernmental Affairs for the Governor and Counsel to the Lieutenant Governor. David maintains contact with a range of public officials, senior policy and political advisors, past and present. He believes that the constant flow of communication enables the firm to provide the best advice for its clients and adapt to an ever-changing public policy landscape. Sandra D. Rivera, Esq. [ email ] Sandra D. Rivera, Esq. became an equity partner in 2008. She is the firm’s architect of legislative strategy and counsels clients on the day-to-day operations of New York State government working primarily with our technology and healthcare clients. Her expertise in political communication and grass-roots mobilization provides her with the ability to craft winning arguments with a consummate record of success. She has over a decade’s worth of New York State legislative experience – ranging from her work in the New York State Assembly to the teachers union where she helped to restructure the statewide political action committee to create a more powerful political force throughout the state. Jeffrey T. Buley, Esq. [ email ] Jeffrey T. Buley has a broad base of experience at all levels of government, including service as chief health care counsel to Majority Leader Joe Bruno. He was also counsel to the Mayor Mike Bloomberg campaign and to numerous campaigns across the United States. He was also counsel to the New York State Republican Committee. Jeff's clients include leading companies in the healthcare, insurance and commercial corporate arena. Ron Rock [ email ] Ron Rock brings to the firm an expertise on the New York State budget process. He joined the firm after more than 30 years of New York State service. He has held executive appointed positions under Governors Cuomo, Pataki and Spitzer, most recently as the State’s Deputy Budget Director overseeing the State’s Transportation, Economic Development, Education, Environment, Energy, Housing, Public Protection and Intergovernmental Relations issues. Ron has been the primary architect of the legislation creating the State’s multibillion Transportation Plans since his appointment as the Assistant Secretary of Transportation under Governor Cuomo. His responsibilities expanded to include the State’s multibillion Economic Development program under Governor Pataki, including serving as the Governor’s appointee to the State’s Dormitory Authority Board, one of the largest issuers of tax exempt bonds in the country. Under Governor Spitzer, Education was added to his portfolio and the Governor has appointed him to the New York State Higher Education Capital Matching Grant Board which he now serves as the chair. In addition to his State service, Ron also serves as the Chairman of SEFCU, one of the largest credit unions in the country with almost $1.5 billion in assets.
